(Public Works) Matt Loesch, Director, Public Works Department; Monica Wylie, Deputy Director, Department of Parks, Recreation and Neighborhood Services; and Angel Rios, Deputy City Manager, City Manager’s Office, offered the presentation and responded to questions from the Council. Public Comment: (In-Person) Lynne Paulson, Dinah Hayse, Anne Deschenes, Samuel, Lyne, Save The Kats, America; (Virtual) Rebekah Davis-Matthews, The Man, Brian Darby, Tina Morrill; (In-Person) Kim Orourke; (Virtual) Sue, and (In-Person) two anonymous speakers offered public comment. Action: Upon motion by Councilmember Bien Doan, seconded by Councilmember Domingo Candelas, and carried unanimously, the Department of Public Works’ response to the May 27, 2026, Santa Clara County Civil Grand Jury report was approved. Approve an ordinance rezoning certain real property of an overall 600.16-gross-acre site situated on the east side of Harry Road, approximately 300 feet northeast of the Harry Road and Camden Avenue intersection from the A/PD Planned Development Zoning District to the (1) IP Industrial Park Zoning District on an approximately 35.097-gross-acre portion of the site, and (2) OS Open Space Zoning District on an approximately 565.063-gross-acre portion of the site. CEQA: Determination of Consistency with the Envision San José 2040 General Plan EIR (Resolution No. 76041) and the Envision San José 2040 General Plan Supplemental EIR (Resolution No. 77617), and Addenda thereto. Council District 10.
